Alain BOUILLE

Until December 2019, Alain Bouillé was Cybersecurity Director of the Caisse des Dépôts Group, where he drew up the Group's security policy and coordinated and steered its implementation in all Group entities. Until 2001, A. Bouillé was La Poste Group's CISO, where he performed similar functions. He was previously in charge of the information system security programme at JPMorgan for the Europe and Africa regions. Alain Bouillé is now General Delegate of the Club of Experts in Information and Digital Security (CESIN), which he founded in 2012 and chaired until June 2019. This club brings together nearly 700 ISSMs from large and medium-sized companies as well as major administrations.

Elle est diplômée d’un doctorat de Géographie mention Géopolitique de l’Institut Français de Géopolitique (Université Paris 8). Sa thèse porte sur les enjeux géopolitiques de défense et de sécurité nationale du cyberespace au travers l’exemple de la France. Auparavant, elle a assuré pendant 5 ans l’emploi de chercheuse de la chaire Castex de Cyberstratégie de février 2013 à mai 2018.

Aude Géry is a doctoral student in international public law at the University of Rouen. She works on international legal issues related to cybersecurity, including standards of responsible behaviour of States and confidence-building measures. His thesis focuses on the challenges of combating the proliferation of cyber weapons for international law. She has worked at the Castex Chair of E-Strategy and CEIS and is a reserve officer in the French Army.

Caitríona Heinl

Caitríona Heinl is Lead Strategist for Asia Pacific at EXEDEC. She works on issues that include international cyber policy and the implications of other emerging technology security challenges. Caitríona was previously responsible for policy under the NTU Cyber Risk Management project, having transferred from the S. Rajaratnam School of International Studies (RSIS) Centre of Excellence for National Security at NTU Singapore where she worked as Research Fellow on international security cyber issues from 2012 to 2018. In this role, she provided policy analysis to the National Security Coordination Secretariat within the Prime Minister’s Office and other government agencies. She previously also led the Justice and Home Affairs policy group and Justice Steering Committee at the Irish Institute of International and European Affairs where she was responsible for research on transnational crimes. She qualified as a Solicitor with the Law Society of England and Wales and is admitted as an Attorney-at-Law in New York.a She is a member of the Irish government’s Department of Foreign Affairs Foreign Policy Network, and previously held fellowships with the ASPI International Cyber Policy Centre, Canberra and Leiden University Institute of Security and Global Affairs. Caitríona holds an MPhil in International Relations from Cambridge University.

Paul Vixie

Paul Vixie is the author of numerous computer programs and RFCs. He has contributed to the development of utility programs for the UNIX system. He is notably the author of SENDS, proxynet, rtty and Vixie cron. In 1988, he worked at DEC when he started working on the BIND program, of which he was the first author up to version 8. He left the company in 1994 and founded the Internet Software Consortium with Rick Adams and Carl Malamud to support the development of BIND and other Internet applications. He later founded his own company, Vixie Enterprises.

Yugo Neumorni, CISA, EMBA is the President of CIO Council Romania and the IT&C Director for Hidroelectrica, the Romanian power generation leader and the major supplier of ancillary services required in the Romanian National Energy System. He supported from the CIO’s role the Hidroelectrica growth of the business from insolvency to the most profitable company from Romania, to more than 300 mln EUR net profit, and to a 65% EBITDA. He coordinated directly a major SAP implementation project for Hidroelectrica (300 users, 12 modules) in a very challenging timeframe and during large-scale company transformation process. The SAP project was awarded with Gold Winner of the 2017 SAP Quality Awards contest in the Fast Delivery category in CEE. Yugo was the Head of IT for Vimetco for 10 years, the largest aluminum producer from South Eastern Europe, an integrated aluminum company present in Europe, China and West Africa. He supported from CIO position the IT transformation of the group from “the green field level” to the international “shared services” model. Previously he worked for Deloitte Central Europe as IT Manager being responsible for Romania and Moldova offices.
